First fix is cable routes, back boxes, and consumer unit installation, all carried out before plaster goes on the walls. Once that stage is done, moving a socket or adding a circuit gets a lot more disruptive and expensive.

The decisions worth making early are socket and switch positions in every room, whether you want an EV charger circuit fitted now even if the car comes later, and whether the consumer unit has spare capacity for anything you might add down the line, like outdoor lighting or a home office circuit.
